I am helping a friend, he threw a shoe box worth of rubbish from his car in a public car park (not a shopping centre) and some council person took photos before and after. 1 - There was a pile of rubbish already there, that's why he though he could dispose of his rubbish there 2 - $1500 for the fine!!! Seriously??
