The local Council has identified infrastructure, risk, environmental, and public health concerns at Franklin River Reserve located at 4705 South Gippsland Highway, Toora.

These concerns extend to inappropriate use of infrastructure, damage to septic infrastructure, soil contamination, as well as risk from tree-limb drop and fire.
To mitigate the risk to the public and alleviate pressure on the site, Council have permanently restricted camping and overnight stays at the Franklin River Reserve.
